Provides training and technical assistance on Expulsion Prevention and Continuity of Care. Uses mental health services consultation stance and services to build the capacity of those caring for young children in the Expulsion Contract. Mental health professionals’ partner with early care and education providers and families to enhance the social emotional health of children in early care and education programs. They work to address the social/behavioral/mental health needs of children and families with a focus on providing early intervention and prevention services in relation to Expulsion Prevention and Continuity of Care to improve emotional well-being, coping skills, general adaptive functioning, and social competence of children and families, according to the agency mission and philosophy and department goals.
ESSENTIAL JOB FUNCTIONS
Provides program services in a manner that reflects the philosophy of the department.
- Uses a framework of promotion, prevention and early intervention to promote mental health and resilience and prevention of behavioral difficulties for those at risk
- Acts as a resource regarding early childhood development with an emphasis on emotional and behavioral health and the importance of the relationship between the participant and child/family
- Completes technical assistance plans to support participants, children, staff, and families
- Provides observations and recommendations regarding the social-emotional environment to assist in identifying children in need of support with behavioral, emotional, or developmental concerns
- Develops written intervention strategies utilizing a team approach to assist staff in developing positive behavior support strategies to promote optimal social-emotional development and reduce the risk of expulsion
- Responsible for maintaining electronic documentation of services provided, progress notes, plans, consents and other program documents utilizing mental health services database
- Collaborates with child care providers, families, directors, managers, and other team members to build their knowledge and skills to support the needs of children and families
- Provides group and individual training on overall social and emotional wellness with specific topics related to child development, trauma-informed care, attachment, self-care, and other related topics
- Partners and supports early care and education providers to support ongoing communication with parents regarding mental health, behavioral, or developmental concerns of their children
- Adheres to all data and program requirements
- Knowledge or community resources and referrals in the community
- Uses independent judgment and discretion in setting daily priorities to complete tasks
- Demonstrates sensitivity towards and provides services that are linguistic, cultural, social, economic, individual and role differences among persons and families served
- Provides services that are family-centered and relationship-based
- Adheres to SWHD Core Values, the Codes of Ethics of National Association of Social Workers (NASW) and the National Association for the Education of Young Children (NAEYC), the program’s Implementation Manual and Service Delivery Plan, and the funder’s Standards of Practice
- Conducts trainings in person during the week and on weekends as needed
- Applies adult learning principles and practices of multi-method instruction
- Uses a training approach that is skills based and interactive for participants
- Ensures attendees complete evaluation forms after completion of each training and technical assistance session
- Develops and maintains collaborative relationships in the community
- Provides technical assistance in 3-hour increments to Group Homes, Child Care Centers, Home Based Providers, Tribal Nations and Homeless Shelters holding a registration agreement with ADES
- Develops and implements a plan to deliver Technical Assistance that includes a written agreement between Easterseals Blake Foundation, the recipient of Technical Assistance and the Director or Program Administrator
- Delivers mental health consultation services in alignment with the Smart Support statewide program model
- Completes and submits required monthly program reports and billing forms
- Attends meetings as required by Supervisor

- Supports the decisions of the associate director and management team to staff, participants and the community
- Maintains, keeps clean, utilized efficiently and safely the agency/department’s physical facility and equipment
- Supports integrated team process for service delivery, engages in collaborative activities with other TAP’s working in a childcare center
Communicates accurately, clearly and professionally.
- Communicates in a positive, respectful and courteous manner
- Interacts with co-workers and the community to build productive, collaborative relationships to support the achievement of service goals
- Understands and maintains confidentiality related to private and sensitive information within the confines of need-to-know parameters
- Composes letters, memos, minutes, forms, and reports using various writing styles and formats to produce a document that effectively communicates the purpose and intent
- Proofs and revises work for correct grammar, spelling and format
- Submits accurate and complete reports as per program guidelines and according to program timelines

- Shares pertinent information with supervisor and team members regarding work progress, successes, barriers, concerns and other information that may have an impact on the department’s service or image
EDUCATION, EXPERIENCE, AND OTHER QUALIFICATIONS
- Master’s degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, Education, Educational Psychology, Public Health or a master’s degree that leads towards licensure from the Arizona Board of Behavioral Health Examiners
- Experience working with young children in classroom settings
- Clearance from the Background Check for Employment through the Central Registry as required by Arizona Department of Economic Services-Child Care Administration (ADES-CCA)
- Current State of Arizona Fingerprint Clearance card
- Current First Aid and CPR cards
- Specialty Instructor Status in the Arizona Early Childhood Workforce Registry
- Must be able to utilize Personal Protective Equipment (PPE), such as face mask, gown, goggles, and gloves, for any amount of time necessary to provide a physical barrier to protect the employee and others.
Preferred Qualifications and Skills:
- Minimum of two years’ experience working with children birth to twelve years and their families
- Experience working in a classroom setting and/or consulting with teachers
- Experience working with economically disadvantaged and culturally diverse populations
- Knowledge of special education procedures and the special needs of young children with disabilities and their families
- Bilingual required-English and Spanish
- Ability to maintain effective working relationships with families, ADES-CCA Resource Specialist, participants, SWHD staff and community partners
- Ability to use initiative and judgment in selecting proper course of action in unusual or emergency situations
- Must have an Arizona driver’s license and an insured, reliable vehicle
Strength ad Mobility:
- Ability to lift 35 – 50 pounds.
- Ability to stoop, bend, and squat to a child’s eye level for appropriate amounts of time.
- Ability to get up and down from the floor without assistance.
